Project Switchboard

A multi-role voter-outreach platform integrating calling, protected data ingestion, surveys, and reporting.

Partner-delivered

Delivered by our strategic partner, CyberNodes, LLC

CyberNodes, LLC delivery team on a fixed-price engagement

Contracted and delivered by CyberNodes, LLC for a national voter-outreach organisation, for use by its coalition partners across all 50 states. BitIT did not hold this contract.

Context

The operating situation

A national voter-outreach organisation and its coalition partners ran outbound campaigns through third-party vendors. Every campaign meant handing the voter file to an outside party, volunteers waited on rings rather than talking to voters, and the regulatory definition of auto-dialing was itself in flux.

Challenge

The operating problem

Bring a costly third-party outreach workflow in house while supporting protected voter data and regulated calling operations.

Approach

Decisions that shaped it

  • Built Super Admin, Agency, and Agent portals with role-based boundaries.
  • Integrated Twilio Voice and NGPVAN ingestion with survey branching and reporting.
  • Delivered through milestone governance with source and object-code transfer.

Solution

What was delivered

A multi-role calling platform with Super Admin, Agency, and Agent portals, voter-data ingestion, a survey and branching engine, call handling, and reporting - delivered to production with source and object code transferred to the client.

Outcome

Documented outcome

CyberNodes, LLC delivered the production platform on its six-month fixed-price schedule, supporting the client's own compliance posture for regulated calling.

The platform was designed to support the client's own TCPA compliance posture. Neither CyberNodes, LLC nor BitIT guarantees legal compliance or provides legal advice. The client is not named, and the contract value is described only as a range.

Controls

What kept it safe to operate

  • Role-based access separates Super Admin, Agency, and Agent permissions over shared voter data.
  • Calling workflows were built to support the client's TCPA compliance posture.
  • Source and object code transferred to the client, so the platform is not vendor-locked.
