Modernization claims need evidence boundaries

Why the system, timeframe, baseline, owner, and provenance matter as much as the headline metric.

A metric without a boundary is marketing

Throughput, recovery time, latency, and availability describe a measured system during a period. They should not quietly expand to describe an organization or every adjacent service.

Preserve provenance

Direct delivery, leadership experience, and partner-delivered work can all be relevant evidence. They are not interchangeable, and credibility improves when the ownership is visible.

Use evidence to govern change

Treat acceptance tests, telemetry, recovery exercises, and decision records as operating assets. They help teams decide whether a modernization step is actually safer and more useful.
